policy more This contribution analyses the process of establishing a risk object electromagnetic fields EMF to examine risk categorisation as such and how individual and collective attempts to establish a new risk interact with health policy We study people who claim to suffer from electrohypersensitivity EHS We conducted participant observation and repeated interviews with 18 EHS sufferers and interviewed representatives of patient organisations and health policy makers in the Netherlands In their attempts to trace particular outcomes EHS to a specific risk factor EMF we observed EHS sufferers assembling complaints and complainants into a single illness category distinguishing real from fake cases and turning to measurement and experiments to show that others are at risk Although EHS sufferers mimic scientific practices they have thus far failed to have their illness recognised To non sufferers EHS remains a psychosomatic condition This entails a dual failure for EHS sufferers they suffer from medically unexplained symptoms while identifying with a politically and medically unrecognised label This very failure however provides perceived legitimacy for political activism while they have failed to establish EMF as a risk their suffering is increasingly recognised This partial recognition we argue is an attempt to depoliticise the issue Location Second ISA Forum of depoliticizes uncertainty This is part of a larger investigation into the effects of health policy and risk communication on citizens risk perceptions We report on the interactions between key actors of science policy industry and social movements in the Netherlands They work on the uncertain health effects of electromagnetic fields EMF associated with mobile telecommunication technologies We align with work on risk governance which focuses on uncertainty De Vries et al 2011 combined with an interpretive relational perspective Symbolic interactions in political processes establish or categorize both the risk object and the object at risk in this way uncertainty governance practices influence and rely on the shared interpretive resources to which citizens have access Boholm 2011 Heyman et al 2010 Horlick Jones et al 2003 We studied interactions between industry science politics and social movements via participant observation interviews and policy documents Technological development shapes and is shaped interactively as these actors jointly depoliticize the technology A coherent set of measures and practices effectively channels the uncertainty about EMF towards more research more communication and care Paradoxically actors work hard to avoid politics while acting in public Eliasoph 1997 Although they explicitly seek public participation in decision making deliberation with citizens is rather avoided while the consumer is sought for When citizens do participate dissonant frames and feelings are overruled by a strong moral narrative a technological imperative Sometimes citizens are able to counter this narrative by redefining uncertainty and by influencing the governance practices Location Second ISA Forum of Sociology Session Beyond Risk problem perception and mobilization within one national policy discourse We claim that this variation emerges from the particular ways national policy translates to the local political level e g municipalities We hold that the policy discourses offer citizens legitimate opportunities to engage with an issue this way policy edits citizens use of interpretive resources Empirically we examine local protest against mobile phone base stations in the Netherlands This protest is widespread and has an history of success This lead to a reformulation of national policy to secure the roll out of mobile phone technology the national government actively restricted municipal influence on base station siting Municipalities react to this policy in 4 typical ways as far as citizens participation decision making framing and feeling rules are concerned cooperating mediating tolerating or rejecting of protest Depending on the type of reaction local opposition can grow and influence policy In the long run these micro contestations affect national policy and mast siting policy of the industry Municipal policy discourse vis à vis national policy and citizens demands influences the development
