    the U S Coast Guard Academy He has a Ph D in Electrical and Computer Engineering from Worcester Polytechnic Institute a M S in Electrical Engineering from Northeastern University and a B S in Electrical Engineering from the U S Coast Guard Academy from which he graduated in 1998 He also received a Certificate in College Teaching from the Colleges of Worcester Consortium CDR Seals joined the faculty at USCGA in 2004 and was selected as a member of the Permanent Commissioned Teaching Staff in 2009 His research focuses on the use of satellite navigation systems in challenging or deceptive radio frequency environments While at the Academy he has enjoyed sailing as a Deck Watch Officer aboard the Coast Guard tall ship Eagle and as a safety officer for both the offshore sailing team and the summer ocean racing program Prior to joining the Coast Guard Academy faculty CDR Seals earned a Second Mate of Steam and Motor Any Gross Tons Upon Oceans merchant marine license after serving aboard two Coast Guard ships He served as the Executive Officer of the patrol boat Wrangell out of Portland Maine While stationed aboard the icebreaker Polar Star in Seattle Washington he was the Communications Officer and made two deployments to Antarctica and one to the Arctic Education Ph D Electrical and Computer Engineering Worcester Polytechnic Institute M S Electrical Engineering Northeastern University B S Electrical Engineering U S Coast Guard Academy Courses Taught Digital Signal Processing Signals Systems and Transforms Digital Circuits Acoustics Electric Circuits and Machines Introduction to Computer Programming Statics and Engineering Design Fourth Class Experience Freshman Seminar Selected Publications and Presentations K C Seals W R Michalson P F Swaszek and R J Hartnett Using Both GPS L1 C A and L1C Strategies to Improve Acquisition Sensitivity Proceedings of

    Coast Guard Academy Commander Sherry reported as Academy Law Section Chief in July 2014 Prior to teaching at the Coast Guard Academy Commander Sherry served in many legal assignments He served as a prosecutor with the Navy Region Legal Service Office in Norfolk Virginia as an operational law counsel for USCG District Five and Atlantic Area as a Special Assistant U S Attorney in the Eastern District of Virginia and as Deputy Staff Judge Advocate for USCG District Five Most recently he was assigned to the U S Army Judge Advocate General s Legal Center and School in Charlottesville Virginia serving as the Advanced Operational Law Studies Fellow at the Center for Law and Military Operations at TJAGLCS There he advised and taught Department of Defense National Guard and other agency counsel regarding domestic civil support and disaster response legal issues Commander Sherry has served in many operational assignments as well His first assignment was as an Engineer Officer in Training on the 210 foot cutter Reliance WMEC 615 in Portsmouth New Hampshire Next he served at U S Coast Guard Marine Safety Office MSO Boston Massachusetts as the Waterfront Facilities Inspection Division Chief Waterways Management Division Chief Environmental Response Division Chief and Maritime Security Operations Chief Commander Sherry s most recent operational assignment was at U S Coast Guard Sector Northern New England in South Portland Maine where he served as the Incident Management Division Chief and Response Department Head supervising search and rescue and oil and hazardous materials responses in Maine New Hampshire and Vermont Education LL M with Specialty in Administrative and Civil Law U S Army Judge Advocate General s School Charlottesville Virginia 2013 Juris Doctor magna cum laude with Specialty in International Law Suffolk University Law School Boston Massachusetts 2005 Bachelor of Science with honors
