    Campus Life Giving You are here Home Office of the President President s Updates November 13 2015 November 13 2015 President s Update Printable PDF Version November 13 2015 To Campus Community We are now well past the halfway point of the fall semester Bernadette and I wish everyone a successful and fulfilling final month of classes As always we are grateful to be part of a community whose members truly care for and support one another We hope that you share our pride in our institution s recognition regionally statewide and nationally as an exceptional place to learn and work In the same spirit of gratitude and pride I write today to inform the campus community that the coming spring semester will be my last as president of California State University Stanislaus I will enter retirement on July 1 2016 My decision is not complicated In life and career there comes a time to listen a bit more to head and a bit less to heart That time has come Thank you for your help during the past few years in strengthening consultative processes within the campus community encouraging attention to the health and safety of members of that community including a leadership role in Title IX efforts building a strong regional connection and advocacy base promoting student alumni and employee pride reestablishing our presence in Stockton and more systematically approaching budgeting during what remain challenging financial times These truly represent community efforts and accomplishments Bernadette and I have no plans to rest during the spring semester Stanislaus State is a serious university with a serious purpose We intend to continue working to keep it so Again thank you for your commitment to our students and to a great university Sincerely Joseph F Sheley President California State University Stanislaus

    to share that four people were stabbed at UC Merced this morning All survived but two of the victims were airlifted to a local hospital University police shot and killed the attacker Classes there have been canceled today Our thoughts go out to the victims their families and the entire UC Merced community Our University police have offered their assistance if needed in the aftermath of this tragedy and we stand ready to assist in other ways as well There have been several instances of violence on college campuses recently This one hits close to home We have in place a behavioral intervention team that seeks to review concerns about individuals should problematic behavior suggest the need You can contact UPD Chief Andy Roy or Vice President for Human Resources Dennis Shimek to discuss such referrals You also may report your concerns anonymously However the incidents in question appear more often to occur without overt signal or warning With that in mind I ask all of you students faculty staff and administrators to take a few minutes to reflect on how prepared you are should such an event occur here Is all of your emergency contact information current and have you included your cell phone number in the SMS field which allows us to send you a StanAlert via text If you are not sure please double check I encourage you to become familiar with the resources we have online In addition feel free to reach out to the University Police Department if you have any concerns The safety of all who work and study at Stanislaus State is of utmost importance We seek always to remain attentive to danger and to instill a sense of readiness should danger arise Part of that readiness and a more general perspective on

    to produce a budget that balances our needs and aspirations with the realities of State and CSU funding We benefitted greatly from an enhanced enrollment target a 4 6 increase this year The accompanying funds allowed us to move a number of important personnel and operations items from the reserve funding column to the base funding column A quick glance at this year s budget however points to continued structural deficit pressure In a nutshell units on campus are universally skeletal we have very few uncommitted dollars in our ongoing base funding to help address the problem we grapple each year with rising costs and spending mandates and we continue to try to bridge the gap by turning to reserves That works only if we can replenish reserves as fast as we expend them a huge challenge and or we continue to receive significantly enhanced enrollment targets that permit movement of budget items from reserve to base dollars our persistent plea We ask your continued patience as we pursue a reduction in our structural deficit over the next few years On a related note you will see in the budget new funding 809 000 from the CSU earmarked for system Student Success and Completion Initiatives In line with one of the six initiatives we have applied 320 000 toward improving the ratio of tenured tenure track to non tenure track faculty members The remaining 489 000 will be expended pending CSU approval on the remaining initiatives The Stanislaus State proposal developed within a very tight timeline by Provost James Strong and Vice President for Enrollment and Student Affairs Suzanne Espinoza is available here for your review Please note that Provost Strong and VP Espinoza submitted the proposal with the qualification that they wish still to consult with the campus community

    outrage bewilderment exasperation impotence vulnerability fear do not dissipate quickly Every member of every campus in the United States understands that Umpqua Community College is every college Ours is a campus community whose members have pledged to look out for each other I ask you to renew your sense of caring We tend too often to place our feelings about these events too quickly out of mind Talk with each other Help each other gain perspective Reassure realistically Refer others for help when you see the need Ask for help when you have the need One immediate consequence of talking with each other is the inevitable query Do we have in place the security measures that maximize our safety should such a threat befall us I write to assure you that this is a question with which the University Police Department and the administration grapple constantly Our officers are well trained We have tested the elements of our emergency response capacity specifically regarding shooting scenarios with regional police forces and medical staffs Our relationship with the Turlock Police Department is that of partner and the partners respond to threats exceptionally quickly We debrief after every instance of serious threat here or elsewhere to determine not only what happened but what can be learned and applied to our own prevention and response efforts Beyond strengthening response capacity during the past three years we have been focusing on increasing safety in all practical ways should we experience an event like that at Umpqua Community College We continually seek improvements in our emergency notification system We will continue to increase our shelter in place capacity within fire code regulations We will continue to examine and make available electronically delivered training modules on individual and group safety Our University Police Department staff and members

    those more external to our campus In addition to accessibility we wished to make certain that people who sought policy found current iterations of it The creation of an official library of University policy formally approved and signed by the President of the University also would assist in distinguishing for interested observers actual University policy from procedures guidelines practices and other statements of purpose and action at division and other campus unit levels An example of the former is the University Identity Graphic Standards An example of the latter is what we routinely refer to as financial aid policy when in fact we are noting internal regulations required by state and federal government agencies I am pleased to announce on behalf of the Vice Presidents that the online library of University Policy is now live and accessible at https sharepoint csustan edu policies default aspx The Vice Presidents have worked hard to compile all of the existing policies many of which were created years ago in eras with little capacity for centralization and easy access They have included with these policies the most frequently referenced Chancellor s Executive Orders which serve effectively as campus policy as do the literally hundreds of less frequently accessed Executive Orders found at the system s site We imagine that the policy library is neither complete nor wholly current Too many years of decentralization make this likely So we ask your help As you use or peruse the site please let us know if you find a gap in the collection a policy missing or a dated rather than a current version posted As important please check your individual department and office document links to University policy so that we can be certain that they reflect currency In a short while most concerns of this

    law Her last day of work at Stan State is September 18 Carrie has been a rock for me the past three years and an exceptional colleague within our administrative leadership Always on call always calm always helpful always a step ahead of challenges Obviously we are pleased that she has been extended a fine opportunity Obviously we will miss her very much Report to Chancellor As he did last year Chancellor Timothy White asked presidents to provide a report on progress toward accomplishment of the many short and long term goals set by and for campuses As I did last year I have submitted a report to the Chancellor qualified with the statement that it could well be revised based upon comments and recommendations from the campus community Please take a look at the report and feel free to offer your thoughts president csustan edu subject line Annual Report to the Chancellor Downtown Event Please mark your calendars everyone for a great night in downtown Turlock WARRIORS EXPLORE DOWNTOWN Wednesday September 16th 5PM to 8PM Free transportation back and forth from Fitzpatrick Arena to downtown 4 30PM to 10 00PM This is an event for our students employees and alumni It reflects our collaborative efforts with the City of Turlock in this case well facilitated by our ASI leadership Enjoy Shop locally eat locally Wear your Warrior red One Purpose We have kicked off this year s One Purpose scholarship campaign Again the goal is 1M in 6 weeks the volunteers are wonderful and every dollar goes to our students Please help spread the word Please support our volunteers many of whom are your colleagues Please give It is an investment in our region as well as affirmation of the hard work and excellence of our students External Public

    are here Home Office of the President President s Updates August 28 2015 August 28 2015 President s Update Printable PDF Version August 28 2015 To The Campus Community We enter another academic year Every year the hustle and bustle but never a sense of sameness We have new students new colleagues new challenges new celebrations And we have I hope you agree a growing pride in all we do for a generation of students who with their families pursue their piece of the American dream A few announcements and quick reports UBAC I have posted my response to the recommendations of the University Budget Advisory Committee Again I thank its members for their hard work and their insights We are now putting the final touches on the 2015 16 budget The membership of UBAC for this year is as follows Chair Eileen Hamilton Associate Chair Julia Reynoso Faculty Members David Lindsay Stuart Wooley and David Colnic Staff Members Lori Phillips and Andrea Martin Students Sandra Loza and Cymoril J Sonico Administrators James Tuedio and Brian Duggan UBAC service is anything but light work I thank all UBAC members in advance for the effort they will put forward this year Cross Divisional Collaboration The Committee on Cross Divisional Collaboration continues to research potential efficiencies in how we do business across campus divisions This year the Committee is working with numerous departments on the development of additional financial and student information reports the creation of a University procedures manual various Human resources procedures and campus training needs If you have a suggestion to improve efficiency across divisions please email the committee at CCDC csustan edu I am grateful to CCDC members for their sustained efforts Thank you and welcome to a great Stan State year Sincerely Joseph F Sheley President California
