    DoDEA Americas DoDEA Europe DoDEA Pacific DoDEA Educational Partnership Awards 46 6 Million in Grants For Immediate Release October 15 2014 HQ Frank O Gara Chief Communications 571 372 0613 Natalia Thaniel Public Affairs Specialist 571 372 0604 ALEXANDRIA VA October 15 2014 The Department of Defense Education Activity DoDEA Educational Partnership has awarded nearly 47 million in grants to 44 military connected public school districts to enhance academic and transition support programs This includes a 3 million award to the National Math and Science Initiative to expand advanced placement courses through the Initiative for Military Families The grant projects will impact more than 93 000 military students in 550 public schools There are over a million school age children from military families with the majority attending public schools throughout our nation and DoDEA is committed to supporting educational outcomes for ALL children of military families As the largest geographically dispersed school system in the nation serving approximately 78 000 students worldwide and 181 schools around the world DoDEA shares its experience and resources with military connected public school districts The grants foster opportunities for the awarded school districts to expose students to additional educational opportunities that will help enhance learning strategies and empower children to develop as stronger students said Kathleen Facon Chief of the DoDEA s Educational Partnership The outcomes generated from grant projects thus far have been impressive and we look forward to achieving even greater success through these initiatives The Fiscal Year 2014 grants aim to strengthen family school and community engagement and increase student achievement for military dependent students DoDEA funds research based programs that Infuse Science Technology Engineering and Mathematic STEM principles throughout the curriculum Establish or expand foreign language learning and or Programs that include ongoing systemic strategies for parent and family engagement

  • NDSP: How to Enroll in NDSP
    overseas location where there are no DoDEA schools Sponsor MUST obtain approval for tuition and other expenses from DoDEA HQ NDSP office prior to incurring any expense The amount of financial assistance which may be offered is defined by Allowances By Location in the Department of State Standardized Regulations DSSR Enrollment Upon receipt of assignment orders to an overseas location where there is no Department of Defense School at the duty location or your residence contact the NDSP Liaison or Point of Contact POC at your gaining command new location The NDSP Liaison POC will provide information on available schooling options at that location and the authorized DSSR education allowance for the location Gather information about the educational options available and decide which option is best for your dependents Choosing an International School Tips and Guidelines Enroll in NDSP by registering online Note Students who have special education needs should be referred to the Area NDSP Education Office See the Special Education section on this website Note Parents electing to enroll their dependents in a home study program should refer to the Home Based Education information on this website NDSP will process the enrollment through the NDSP Student Online Registration system and send an email notification to the NDSP Liaison POC and sponsor upon finalizing the enrollment Upon receipt of the email notification of approval from NDSP the sponsor may proceed with completing the application to the school listed in the email Placement of Students in Locations not Served by a DoD School Elementary School Services Placement Grades K 5 Grades K 5 in priority order Local public school delivering instruction in English and is tuition free Exception for South Africa Singapore and Jamaica If not available then Home based schooling correspondence courses reimbursed by NDSP parent option or Local private day school delivering instruction in English or any language acceptable to the parents tuition reimbursed by NDSP Middle School Services Placement Grades 6 8 Grades 6 8 in priority order Local public school delivering instruction in English and is tuition free Exception for UK Australia New Zealand South Africa Singapore and Jamaica If not available then Home based schooling correspondence courses reimbursed by NDSP parent option or Local private day school delivering instruction in English or any language acceptable to the parents tuition reimbursed by NDSP If not available then Private boarding school see Notes below High School Services Placement Grades 9 12 Grades 9 12 in priority order Local public school delivering instruction in English and is tuition free Exception for UK Australia New Zealand South Africa Singapore and Jamaica If not available then Home based schooling correspondence courses reimbursed by NDSP parent option or Local private day school delivering instruction in English or any language acceptable to the parents tuition reimbursed by NDSP If not available then Private boarding school see Notes below Exceptions The only exception to this policy will be for those dependents whose DoD sponsors are either independently assigned to a Department of State

    if a procedure already exists regarding the submission of invoices or You may decide to have the school send the invoice directly to you You can forward the invoice to the NDSP or You may decide to pay the school directly and then request a personal reimbursement from the NDSP or You may decide to have the school submit your dependent s invoice directly to the NDSP It is your responsibility to ensure that the NDSP receives all invoices for your dependent s education on a school year by school year basis Please submit all authorized expenses with the name of the country in the subject line to NDSP Invoices Americas hq dodea edu USNORTHCOM and USSOUTHCOM NDSP Invoices Pacific hq dodea edu USPACOM or NDSP Invoices Europe hq dodea edu USEUCOM USCENTCOM and USAFRICOM Allow thirty to thirty five business days for processing purposes If you have any questions please contact the NDSP at 571 372 0591 Commercial or 312 372 0591 DSN PROCEDURES FOR THE REIMBURSEMENT OF SPONSORS AND SERVICE PROVIDERS Definitions Invoice A detailed list of goods or services rendered an itemized bill Receipt An itemized bill that has been marked as having been paid PARENT NDSP Sponsor Claim for Reimbursement Required for a sponsor requesting personal reimbursement for a school payment bus taxi transportation payment speech therapy payment etc Invoices must be attached along with paid receipts and the exchange rate the day service was provided or the date the invoice was paid Use the Oanda website at http www oanda com currency converter for the currency conversion rate School Invoices must provide itemized costs English translation required Questionable items remain pending until justification is provided by the school PROVIDER NDSP Reimbursement for Services Rendered Required for a service provider other than a sponsor requesting personal reimbursement to include a tutor speech therapist taxi company etc The service provider must complete the reimbursement request by providing the date length and the description of the service If an exchange rate is required use the Oanda website at http www oanda com currency converter for the currency conversion rate Prior to submission by the service provider the sponsor must sign the Provider NDSP Reimbursement for Services Rendered NDSP Sponsor Claim for Privately Owned Vehicle POV POV mileage reimbursement requested by a sponsor Complete Standard Form 1164 Claim for Reimbursement for Expenditures on Official Business No other forms are required For mileage rates use the Defense Travel Management Office Mileage Rates website at http www defensetravel dod mil site otherratesMile cfm NDSP Sponsor Claim for Home Based Education Reimbursement Required for any sponsor requesting personal reimbursement for home based education reimbursement Reimbursement Types NDSP Reimbursement Form Required Invoice Required Receipt Required Parent NDSP Sponsor Claim for Reimbursement Yes Yes Yes Provider NDSP Reimbursement for Services Rendered Yes Yes No NDSP Sponsor Claim for Privately Owned Vehicle POV Yes Standard Form 1164 No No NDSP Sponsor Reimbursement for Home Based Education Yes Yes Yes NDSP Electronic Funds Transfer Form FISCAL

    public school delivering instruction in English and is tuition free Exception for UK Australia New Zealand South Africa Singapore and Jamaica ii If not available then Home based schooling correspondence courses reimbursed by NDSP parent option or Local private day school delivering instruction in English tuition reimbursed by NDSP iii If not available then Private boarding school see Notes below For more information please submit any requests to NDSP Management hq dodea edu Exceptions to Policy Requests for an exception to policy are reviewed and responded to by the DoDEA Director s designee Any requests to exceed provisions established by DSSR require review and approval from the DoDEA Director Requests for exceptions must be submitted in writing to NDSP Department DoDEA Headquarters The sponsor must be registered with NDSP prior to requesting an exception to policy i All exception requests must include A signed letter that addresses the extenuating circumstances for which the sponsor is requesting an exception to policy A signed memorandum by the Command endorsing the exception to policy Exceptions to exceed the DSSR require documentation of costs ii Exception requests may take up to thirty days to process depending on the complexity Submit requests to NDSP Management hq dodea edu Exception to policy request for English speaking countries i BEFORE requesting an exception to policy sponsors must demonstrate that they have applied and or registered their children for local public school system as outlined in DoDEA Regulation 1035 1 The Department of Defense Education Activity Use of Non DoD Schools paragraph 4 6 2 ii Sponsors assigned to the United Kingdom may apply and be reimbursed for one private school application fee in order to have an alternative in case a school Satisfactory to the Secretary cannot be secured NDSP will not pay or reimburse deposits if the waiver is not granted iii With required documentation NDSP will consider exceptions to policy in situations related to access and safety All requests must follow the procedures as outlined above and must be submitted in writing to the Department of Defense Education Activity DoDEA NDSP office Access Documented non availability of local public school Compromised continuity of education due to a student missing 15 or more days of school due to inability to enroll Education available that is not considered Satisfactory to the Secretary Documentation from an educational report or study school accountability report or other scholarly researched based report must be referenced In the UK the Office for Standards in Education OFSTED report will be used for documentation Sponsors requesting a waiver under this circumstance must provide their public school application to show application was made to satisfactory schools OFSTED 1 2 or 3 Safety Documented instances that while enrolled in a local public school the child experienced difficulties compromising safety educational opportunity or emotional well being iv Documentation to support waiver request may include but are not limited to Access Statement of non availability Council school application Council school assignment School accountability report The OFSTED report will

    beginning of the school year When a school entry date cutoff is earlier than December 31st the school s kindergarten age policy prevails The NDSP policy may not override a school s policy e g a schools cutoff date of September 30th If the child turns five after September 1st for Northern Hemisphere calendar schools or February 1st for Southern Hemisphere calendar schools the NDSP requires an official memorandum from the school indicating that the school has accepted the child into the equivalent of U S kindergarten In this situation parents should carefully consider their child s social emotional and academic readiness for kindergarten and the possible impacts when transitioning back to the United States public schools after the overseas tour NDSP will fund only one year prior to the equivalent of U S first grade kindergarten In schools utilizing a British curriculum the equivalent of U S kindergarten is Year 1 The Comparison School Systems Grade Equivalents document provides information regarding the equivalent to U S grade levels No exceptions to policy requests are considered for entrance age waivers NOTE NDSP cannot reimburse families for any educational expenses incurred prior to one year before the U S equivalent of first grade U S kindergarten If a host nation has a compulsory age requirement for students but the NDSP student will not be enrolled in the equivalent of U S kindergarten the family will need to enroll the child in the host nation public school or they may choose to send the child to a private school at their own expense Eligibility for Non DoD Schools Program NDSP The following conditions must exist to be eligible for Non DoD Schools Program support Sponsor must be a military service member serving on active duty and stationed overseas on Permanent Change of

  • NDSP: Education Related Expenses
    over 300 00 the school fee schedule must include an itemized list of what the technology fee covers rental of equipment computer lab software internet etc Required One Time Fees One time fees are non refundable amounts charged by a school not recurring in subsequent years of enrollment e g fees for application registration enrollment matriculation building fees capital fees Course Examination Costs or fees for course required examination tests for students in grades 11 and 12 enrolled in the International Baccalaureate Diploma and Certificate programs Advanced Placement Courses Costs associated with the enrollment in Advanced Placement Program courses or course required examinations are authorized Supplemental Instruction Additional education support may be available if pre approved by the NDSP Area Education Specialist Visit Education Support for more information Assessments Assessments consistent with U S public schools requirements annual standardized assessments to measure student performance are authorized when administered by the school or on a case by case basis when there is a justified need 1 1 2 Unauthorized Expenses At Post The following is a sample list of unauthorized expenses when attending a school at post Lunches school meals Uniforms Personal computing devices e readers laptops netbooks iPads calculators etc Field trips school excursions camps of any kind required or not Elective courses for dancing horseback or other sports specialized instruction Locker or towel fees Admission to school events Yearbooks Graduation expenses Parent school organization fees Before after school care Internet personal telephone satellite or communication services Personal expenses Magazine or newspaper subscriptions FEDEX and bank fees Insurance Debentures Any ACT SAT associated costs Fees which include items for the students to retain such as technology fees for computers uniforms cell phones tablets e readers netbooks etc Other items not ordinarily provided free of charge by public schools in the United States 1 1 3 Authorized Expenses Away from Post The following expenses are authorized for a school away from post Tuition Basic tuition for required courses Necessary elective courses offered by the school which would be required by public schools in the United States Group sport classes authorized Room and Board Room and board in conjunction with the school enrollment Boarding School Transportation NDSP will fund transportation from the duty station to school once at the beginning of the school year and transportation from school to the duty station once at the end of the school year up to the limits of the DSSR The student must be on orders and travel arranged through the sponsor s command agency If the student is attending a 5 day boarding school weekend ground transportation is authorized up to the limits of the DSSR Books and Supplies Books and supplies required by the school but normally provided free of charge in public schools in the United States Musical Instrument Rental Rental fees for instruments required for courses as provided as part of the school curriculum Technology Fees Fees to provide technology services Technology fees cannot include the purchase or lease to own
