  • Capital Planning for the Division of Academic Affairs | Office of the Senior Vice President and Provost
    to three page concept paper that describes the facilities problem and requests permission to conduct preliminary planning to identify possible solutions Brief consultation with the University Architect may occur to gauge the cost of the possible solutions and thus to determine whether the four step planning process is needed The concept paper describes the problem and the need for the improvements enhancements or expansion as they are understood The concept paper should explain why the potential project is being pursued at this point in time how it has been prioritized over other needs and how it fits in with longer term plans for the college or other major administrative unit within the academic division The concept paper is submitted by the dean vice president or other unit head in the academic division to the Senior Vice President and Provost SVPP for review If approved the requestor will work with staff in the SVPP Office and Facilities Planning Management to determine the appropriate level of preliminary planning needed given the anticipated size and scope of the potential project Preliminary Planning form The type of preliminary planning needed to develop potential recommendations to address the problems identified and to adequately estimate the size and scope of a potential project will be determined through consultation with FPM Preliminary planning may be a simple process that can be accomplished in several weeks or it may be more complex and be done in stages For example a comprehensive needs assessment or master planning process might be conducted first followed by the development of a range of solutions to address all or a subset of the needs identified Regardless of the amount of time the planning is anticipated to take the original concept paper is the starting point Before the preliminary planning begins clear and specific goals should be identified for the planning including a description of the outcomes of the planning process and the potential beneficiaries of those outcomes The cost funding source and timeframe for conducting the planning must be defined as well as who will conduct the planning External consultants may be used Any other parameters that will guide the planning work must also be identified The members of the planning team will be determined by the size of the project and will always include representatives from the requesting department and or college and FPM and may sometimes include representation from the Office of the Senior Vice President Provost The Proposal for Preliminary Planning should be completed to document these factors and will be included with the project documentation For large complex projects the president and the Capital Projects Advisory Committee may be informed The outcome of the preliminary planning is a report that describes one or more possible solutions to the facility need and outlines the project scope budget funding sources and timelines for each Sufficient details should be provided to allow a decision to be made about whether the project should be advanced Depending on the size and complexity of the
