    Manual TR 497 Researcher s Principal investigator Larry Stevens Project status Completed Start date 12 01 03 End date 11 30 05 Publications Report Design Guide and Construction Specifications for NPDES Site Runoff Control TR 508 5 1 mb pdf July 2006 Sponsor s partner s Sponsor s Iowa Highway Research Board About the research Abstract According to the 1972 Clean Water Act the Environmental Protection Agency EPA established a set of regulations for the National Pollutant Discharge Elimination System NPDES The purpose of these regulations is to reduce pollution of the nation s waterways In addition to other pollutants the NPDES regulates stormwater discharges associated with industrial activities municipal storm sewer systems and construction sites Phase II of the NPDES stormwater regulations which went into effect in Iowa in 2003 applies to construction activities that disturb more than one acre of ground The regulations also require certain communities with Municipal Separate Storm Sewer Systems MS4 to perform education inspection and regulation activities to reduce stormwater pollution within their communities Iowa does not currently have a resource to provide guidance on the stormwater regulations to contractors designers engineers and municipal staff The Statewide Urban Design and Specifications SUDAS manuals are

    principal investigator Stephen Andrle Project status Completed Start date 11 01 04 End date 10 31 05 Sponsor s partner s Sponsor s Iowa Highway Research Board About the research Abstract In order to receive a construction permit from the US Army Cops of Engineers USACE under section 404 of the Clean Water Act a wetland mitigation plan must be approved When avoidance is not possible wetland banking or cooperative mitigation of wetland losses has the potential to reduce costs yield larger more sustainable wetlands and better meet the goals of the Clean Water Act than on site mitigation In practice however the location with respect to the original impacted wetland the design the sustained performance of created wetlands and long term ownership and maintenance are difficult issues Similarly many transportation improvement projects involve unavoidable but small impacts to streams and wetlands Examples include bridge replacement road widenings geometric changes to improve safety or roadway realignments near wetlands For unavoidable wetland impacts of five acres or less it is very difficult to purchase a parcel adjacent to the project area or within the watershed to mitigate the wetland loss leading to high project costs and potential project delays A mechanism
