    carryover items that involve reprogramming of funds from the original budget include DMS 108K in salary and equipment savings will be reprogrammed to various pieces of additional hardware and a little software development E O 79K in salary and consulting savings will be reprogrammed into a teacher workshop and 6months of a new software webmaster person at HQ GSN 21K in cumulative savings from various activities will be reprogrammed into purchase of microbarographs for some sites PASSCAL 115K of consultant travel funds will be reprogrammed to Auxiliary DAS memory to aid field experiments General CoCom Recommendations USArray Promotional Material IRIS should be more proactive about developing one pagers and other promotional material for USArray In addition these should be shared with EarthScope office and distributed on the USArray web page Looming O M Proposal for USArray CoCom requests ExCom guidance on the appropriate role for CoCom ExCom members in preparation and review of this proposal given its potentially quick deadline IRIS should consider including the recommendations of the Active Source subcommittee report as part of the O M proposal PASSCAL Instrument Use Policies CoCom recommends that recent new PASSCAL policies be widely advertised ASAP so PIs can consider them when preparing Dec 1 proposals to NSF DMS Recommendations Data Archival Fees for Non IRIS Members The DMSSC recommends instituting a nominal fee for archiving data from non IRIS institutions Recommended fee would be 1000 per terabyte initially and reviewed periodically CoCom has some concerns about this procedure and how it could be fairly implemented Concerns were also expressed NSF s view of this More study is required ExCom should provide an indication of their desired approach E O Recommendations New Educational Affiliates The E OSC recommends Bridgewater University Moravian College and College of Charleston as Educational Affiliates ExCom vote is required Educational Affiliates Workshop The E OSC recommends holding an Educational Affiliates workshop the day before the IRIS Annual Workshop and encouraging the Affiliates to attend the main workshop New E O Position at HQ Creating a new E O position at HQ to provide additional web expertise The new person would be a software engineer similar to Russ Welti with strong web programming skills and an ability to handle the web needs of E O and HQ including USArray responsibilities They would work closely with Russ Gayle Levy and Jason Mallett on web programming and design projects The E O budget can handle adding a whole person this year though we are still working with HQ to see if at least part of the position could be covered by the Corporate budget New Subawards New subaward to move US Educational Seismology Network USESN forward 50 80K A USESN subaward is in the current budget but the university wasn t specified COCOM expressed concern that the details of the award have not been worked out and if a more general RFP should have been used New subaward to ASU to lead university siting efforts in Arizona New Mexico 30K COCOM

    which is 2 1 more than 02 03 Because the G A indirect rate increased this year it is difficult to provide real increases to the programs On the opposite end of the spectrum the anticipated influx of USArray funds will eventually decrease the indirect rate Faced with these uncertainties CoCom discussed programmatic budget requests and recommended Core budgets that were roughly 2 1 above last year s levels Simpson and Shin were to work out the G A indirect cost issue before ExCom CoCom then discussed the additional requests for New Initiatives proposed by each program During this discussion CoCom identified the need for an IRIS wide Opportunities fund that individual programs could submit requests to when special needs or time sensitive opportunities arise This approach would give us more flexibility than having smaller discretionary funds in programmatic accounts The establishment of this fund at the level of approximately 150K yr was identified as the highest priority if new core funding becomes available Recommended ExCom Action Establish the Opportunities Fund as the highest core funding priority and charge CoCom with establishing a simple procedure for rapidly reaching decisions on such requests by Fall of 2003 In addition the following program specific New Initiatives were ranked by category CoCom recommends that these requests be reviewed in the Fall when the overall budget and carryover figures are available Also CoCom has not yet ranked these requests internal to the broad categories There was support for pan IRIS rankings rather than automatically funding equal number of initiatives in each program The rankings Strongest Support Postdoctoral position E O International metadata workshop DMS Purchase new Texan data loggers PASSCAL South Pole activities GSN Some Support Matching IRIS funds for GEE USESN E O Telemetry for new BB array PASSCAL Beyond SAC and QA software programmer DMS Macquarie Island site and low gain velocity sensor GSN Less Support Summertime video E O South Pole activities magnetometer GSN Recommended ExCom Action Approve of the review of this initiatives and establishment of pan IRIS prioritization by CoCom in the Fall of 2003 III Other Recommendations to ExCom regarding Core Programs CoCom requests that ExCom take the following actions Discuss the roll and funding level of the E O program in light of the broad range of opportunities that exist CoCom acknowledged that the E O budget is really only seed funding and that vigorous pursuit of additional external funding and establishment of partners outside of IRIS is critical to the success of the program in the absence of increases in the core program budget Discuss the future of the IRIS Workshop in view of rising costs EarthScope and joint meetings with UNAVCO Approve the PASSCAL Instrument Use Policy CoCom reviewed the revised PASSCAL instrument use policy and recommended some working changes more explicitly noting that the user will adhere to the Data Delivery Policy and acknowledgement of support and use of the instruments in all publications Some minor wording changes to the Data Delivery Policy were

    of running a large facility An overhead rate 25 69 has been calculated for year 01 02 This rate will be adjusted on an annual basis and until costs stabilize it will likely oscillate as a year of over recovery will be followed by a year of under recovery The SCs are advised that for their budget planning they should continue to work with direct costs as in the past Expenses for corporate office and consortium activities will be tracked by CoCom in the same manner as the other programs The income from overhead and its variations from year to year will also be tracked by CoCom COCOM felt that since program carryover was relatively small the carryover funds will remain in the program Subaward Procedures CoCom adopted a proposal identifying sub awards as either Core Facility Cooperating Facility or Flexible Awards Furthermore the sub awards would be subject to one of three levels and frequency of review This review process is a means to standardize sub award review and provide a mechanism to identify sub awards that may require a change in review status Instrument Committee Action ExCom is requested to approve nominations as core members of the Instrumentation Committee Program Managers and the Director of Operations will be members of the Committee The President will designate an IRIS staff member to serve as contact person for the committee Specialists will be brought in on an as needed basis The Instrument Committee is encouraged to develop a list server and website to keep interested parties informed of its activities Initial tasks for the IC include PASSCAL to task the IC with reviewing prototype instrument testing requirements and results GSN to task the IC with defining technical specifications for the GSN based upon its soon to be released review of GSN science goals The IC is requested to identify key issues and develop a meeting schedule EarthScope activities Action CoCom directed IRIS to update the EarthScope USArray plan in the form of a draft proposal to be ready for the Spring 2002 CoCom USGS Interactions Action The President will draft a letter to H Zimmerman NSF requesting help to expedite the MOU with USGS ASL Vault CoCom discussed the loss of the ANMO vault at the ASL and the USGS proposal to build a new vault on Kirkland AFB Action CoCom requests that the GSN and PASSCAL SCs consider the loss of the ASL facility and the advantages of a new facility CoCom tasks the IC with defining the usefulness of a new facility CoCom recommends that IRIS indicate to USGS an interest in the development of a new facility and a desire to work to develop a coordinated plan RAMP Action CoCom requests the PASSCAL SC to review and document past RAMP deployments and make recommendations for improvement USARRAY USNSN ANSS IRIS and USGS interact on a number of activities related to ANSS eg backbone NSN stations data management RAMP CoCom notes that it would be useful to raise
