    group of clients including the Indiana Criminal Justice Institute the U S Attorney s Office Southern District of Indiana the Indianapolis Neighborhood Housing Partnership the Indianapolis Department of Metropolitan Development the Indiana Housing Community Development Authority the Marion County Traffic Safety Partnership and the Indiana Department of Correction Some of these projects have included evaluating and developing performance metrics for large federal grant programs administered by the state of Indiana analyzing violent crime patterns to assist law enforcement steering committees with crime reduction strategies and evaluating the design and implementation of electronic monitoring programs for sex offenders that use global positioning satellite GPS technology More recently Bill s work has included assisting housing and community development stakeholders in Indianapolis in identifying locations suitable for and in need of affordable rental housing and analyzing the approximately 200 thousand motor vehicle collisions that occur in Indiana each year providing an analytical foundation for traffic safety program planning and design in Indiana Additionally Bill s work has served as the basis for selecting sites for sobriety checkpoint operations in and around Indianapolis since 2007 Proficient in Geographic Information Systems GIS Bill incorporates spatial analysis GIS in much of his work including identifying areas

    People Services and Expertise Contact Us People Jamie Palmer AICP Senior Policy Analyst Phone 317 261 3046 Email jlpalmer iupui edu Jamie L Palmer AICP is a professional planner and researcher She joined the Center for Urban Policy and the Environment in May 1993 In addition to her work at the Center Ms Palmer serves as the Associate Director for the Indiana Advisory Commission on Intergovernmental Relations IACIR She manages the commission s research and periodic surveys of local governments Ms Palmer holds a Bachelor of Arts degree in political science and a Master of Planning degree from Indiana University Ms Palmer s research work is focused largely on state and local government land use and water infrastructure issues Most recently she served as the project manager for the Indiana Commission on Local Government Reform Led by former Governor Kernan and Chief Justice Shepard the commission released its recommendations in December 2007 She also has been a member of the consultant team for the Indiana Department of Transportation s I 69 Community Planning Program Ms Palmer is a member of the American Planning Association and the American Institute of Certified Planners She is active on the board of APA Indiana

    assisted government agencies and nonprofit organizations with program evaluations survey design and analysis including web based surveys and GIS based spatial analysis Ms Sapp also served as chief administrative officer from 2005 to early 2007 and continues to assist with PPI administrative functions including proposal development research compliance with univerisity human subjects procedures and web content updates Recent research efforts include assisting the Indiana Criminal Justice Institute with program evaluation and survey design on a number of projects including 1 a set of annual analyses of Indiana traffic safety incidents on topics such as alcohol related crashes light and large trucks speeding children motorcycles occupant protection restraint use and young drivers as well as county and municipality accident data 2 a series of program assessments targeting the ICJI funding stream areas of Drugs and Crime Control Youth Services and Victim Services 3 helping the Governor s Commission for a Drug Free Indiana assess services to local coordinating councils by community planning coordinators and 4 working with Indiana s Sentencing Policy Study Committee on the Indiana Criminal Sentencing and Corrections Survey Additionally Ms Sapp has worked with the Riley Hospital Automotive Safety Program in analyzing child restraint use survey data to identify trends in Indiana child passenger safety over the past decade In the summer of 2007 she also partnered with Indy Reads to conduct a comparative evaluation of tutors and students achieving varying levels of success in achieving their literacy goals Past efforts also include a number of studies of arts culture and other quality of life issues emerging from the 2000 and 2003 Indiana Household Surveys Ms Sapp has also worked with organizations such as the Indiana Advisory Commission on Intergovernmental Relations IACIR and the Indiana Humanities Council to facilitate focus groups and community forums to address local and

    in 2000 Rachel Thelin has assisted a variety of nonprofit organizations and governmental agencies with program evaluation survey design and implementation and data analysis She has applied her research skills in a number of areas including criminal justice program assessment quality of life issues reentry program evaluation the impact of faith based organizations and substance abuse topics Recently she assisted the Indiana Department of Education and Indiana Project Safe Neighborhood in evaluating the impact of the Choices program an initiative targeted at young women at risk of being incarcerated She is currently working with the Comprehensive Anti Gang Initiative in Indianapolis to evaluate 1 reentry program efforts aimed at assisting formerly incarcerated individuals to avoid criminal activity and gang involvement and 2 prevention and intervention programming focused on reducing youth gang activity She has also partnered with the Marion County Reentry Court in conducting a baseline program assessment In 2009 she was part of a Center team that assisted Montgomery County Ohio through a series of facilitated discussions aimed at developing recommendations and strategies to address growing local government budget constraints Other organizations she has worked with while at the Center include the Ford Foundation the Indiana Criminal Justice Institute
