    Investigator PI is the individual who is primarily responsible for the overall conduct of a sponsored project The PI has the dual responsibility for complying with the financial and administrative policies of the award and cost shared account if applicable while achieving the technical success of the project Even though the PI may have administrative staff to assist in the management of sponsored projects the ultimate responsibility for the successful completion of the scope of work and the management of research dollars rests with the PI In addition to completing the scope of work as prescribed in the funded proposal the PI must responsibly initiate expenditures on the award insure timely submission of expenses for reimbursement submit required progress reports and comply with applicable sponsor rules and regulations during the day to day operation of the project and when making any changes to the scope of work or funded budget The PI should have a good understanding of the Office of Research and Sponsored Programs ORSP polices and procedures regarding the management of a grant or contract including proposal submission initiating financial transactions and making budgetary changes Please refer to ORSP policies and procedures http research sfsu edu policylibrary policylibrary

    still be able to refine and work on the proposal narrative but changes to the budget and budget justification will not be permitted as these sections will be in the process of being routed and approved Proposals that are not submitted to ORSP by seven business days before the proposal deadline will not be submitted to the sponsor Budgeting Prior to meeting with your assigned ORSP proposal specialist it is a good idea to have a draft budget or a clear idea of what you will need to fund your proposed project Arlene Essex can assist with this draft budget prior to meeting with your proposal specialist and if you chose attend the meeting with you and the specialist Click here for a budget template for your use When preparing your own draft budget begin the faculty salary portion by putting in your monthly salary i e 5 000 not your annual The template is formulated so that it will automatically calculate your annual academic year salary and your monthly summer rate as well The spreadsheet will automatically populate your salary calculations if you are requesting RRT put in the percentage for the entire academic year similarly if you are requesting summer salary just put in the number of months requested remember that some agencies such as NSF will only fund 2 9 of your academic year salary which the university interprets as 2 summer months In the Personnel section of this site you will find terminology that will help you better understand some of the employment costs you might need to consider when preparing your budget In the Student Information section of this site you will find some information that may be of assistance in determining student payment considerations Generally salary increases will be budgeted for faculty and staff

    in general are extremely helpful and want you to succeed The NSF strongly encourages you to contact your program officer prior to proposal submission either solicited or unsolicited to ensure that in fact your ideas fit the program and to get other feedback which can be of benefit An NSF proposal is submitted through FastLane The NSF Grant Proposal Guide can be found at http www nsf gov pubs policydocs pappguide nsf10 1 nsf10 1 pdf This guide is extremely detailed and designed to help you gain an award It includes pre submission information proposal preparation instructions and information about proposal processing and review NSF proposals receive both an administrative review for compliance with proposal guidelines and to ensure your proposal does not duplicate another proposal already funded and a merit review The merit review criteria includes the intellectual merit of the proposed activity creativity and originality potential to advancing knowledge and understanding within and across fields conceptualization and organization qualifications of investigators access to resources the broader impacts of the proposed activity discovery while promoting teaching training and learning participation of underrepresented groups enhancement of infrastructure for research and education dissemination of results to enhance scientific and technological understanding benefits to society Click here for further detail These are the general NSF statements regarding intellectual merit and broader impact Check your specific program to see if it has some examples of criteria specific to that program After the merit review which can be in a formal panel review or by email or both the Program Director analyzes the reviews and makes an award or declination recommendation to the Division Director who makes the final decision Budget hints NSF suggests that you use the budget justification as a good way to help describe and develop your story of what you

    granting agency In order for Fiscal Affairs to be able to set up a project account specific to this new award your ORSP grants administrator will prepare an agreement and budget request forms for your signature These forms include your new project number and requests Fiscal Affairs to set up the project account and secures your signature on file for that project If you have someone to whom you would like to give signature authority that person must sign the agreement form as well In some instances you may receive notification that an agency is going to award your proposal but the formal notification and or funds are slow in arriving In these cases under certain conditions ORSP may elect to set up your project prior to receipt of award See the ORSP Fund Advance policy and Procedure Now that you have the project number you have the ability to spend funds for your project Arlene Essex can assist you with preparing payment transaction forms help with understanding and reconciling your monthly project reports help understand and process your monthly procurement card statement assist with hiring students and staff and in general assist with all of your post award needs Recordkeeping We have included a template and an example of an excel budget tracking system for your easy recordkeeping The detail you post onto the worksheet for each type of expenditure will pull over to the summary page Click here for a template for budget and expenditure tracking and here for an example We can help you set up this recordkeeping for yourself or if you prefer we can work with you and keep these records for you Project Close out It is important for the PI to ensure that all expenditures are appropriate allowable and allocable to each sponsored
