    Using a West Digest to Find Cases by Subject Prepared by Frank Houdek SIU Law Library Fall 2008 STEP NOTES Step 1 List the key words from the problem to be researched Step 2 Decide which digest to use e g state federal decennial Step 3 Look up key words from Step 1 in Descriptive Word Index DWI of the digest to identify appropriate topics key numbers Step 4 Go to the appropriate digest volume s containing the topics key numbers from Step 3 Step 5 Locate and review the case summaries headnotes from reported decisions listed under the topics key numbers Step 6 Update the digest by checking the same topics key numbers in the annual pocket parts and or paperbound supplements for the volumes in question AND doing the same in any supplementary pamphlets issued since the last annual supplements Step 7 Review the Closing Table in the latest digest updating tool you used to determine the last reporter volume covered in that updating tool Step 8 Check the topics and key numbers in the mini digests provided in each bound volume and advance sheet for the reporter volumes not covered by the digest and its updating tools

    it is available including U S C A ILCS search general index of the code to identify pertinent code sections by subject Step 2 Alternative 2 For print codes and those available on Westlaw and LexisNexis use table of contents for pertinent title article or chapter to look for relevant code sections Step 2 Alternative 3 For print codes and Westlaw and LexisNexis codes for which it is available use popular name table to locate the statute by its popular name if you have some idea what that might be Alternatively you can use Shepard s Acts and Cases by Popular Name Federal State Step 3 Using references identified in Step 2 locate and read the code section identified as well as the statutory scheme of sections if any to which it belongs The reference typically includes title and section numbers e g 42 U S C 121 although numbering schemes vary Step 4 If using an annotated code examine the case annotations that follow each pertinent section of the statute Also review any cross references to other code sections or research materials Step 5 Update a print code by examining either annual cumulative supplement pocket part or separate pamphlet

    all Congressional publications i e reports hearings prints documents relating to enacted federal legislation arranged in P L order note this material is found in the yearly ABSTRACTS volumes for years prior to 1984 INDEX VOLUMES Access Method 2 provide access to the abstracts through detailed subject index as well as separate tables arranged by title of publication bill number public law number or report number allows you to use what you know to find all Congressional publications whether or not legislation was enacted MICROFICHE SERVICE provides complete text of all materials indexed in the books note SIU has the CIS microfiche service for 1970 1983 from mid 1983 to present SIU has comparable GPO microfiche service that is arranged by SuDoc number How to Use CIS Annual to Find Congressional Publications Find CIS reference s e g H421 16 for apparently relevant documents using either Access Method 1 the Legislative History section covering the public law no if you are researching a bill that was actually enacted OR Access Method 2 the appropriate index es in Index volume if bill was not enacted Once you have found CIS reference numbers go to Abstracts volume of appropriate year to read
