    the University and its campuses yet each campus carries out its distinct mission and role with a high degree of autonomy in day to day operations 1 2 University Administration University administration is responsible for the operation of the University as a whole consonant with the policies and actions of the Board of Trustees Functioning under delegation by the Board of Trustees the President has the following responsibilities Statutes of the Board of Trustees Article II Section 2 provides overall leadership for the university proposes to the Board and enunciates on its behalf the mission and scope of the university and of Southern Illinois University Carbondale and Southern Illinois University Edwardsville proposes to the Board goals policies and actions which serve the best interests of the university and SIUC and SIUE and promulgates guidelines and regulations for the consistent interpretation and application of Board policies administers the academic financial and other functions of the university in a manner which assures institutional autonomy of SIUC and SIUE recommends to the Board after appropriate consultation with and involvement of the universities constituencies the appointment and terms and conditions of employment of the chancellors directs the activities of the university chancellors in a manner which promotes the general welfare of the System and the university and insures institutional autonomy serves as the chief spokesperson for the university in external relations recommends to the Board all major alterations of internal administrative organization academic programs capital facilities and personnel and other policies develops and recommends to the Board an annual budget request and an annual operating budget evaluates the performance of the chancellors based on annual performance goals jointly established by the president and the chancellors establishes procedures guiding the annual preparation of fund raising goals and priorities for the university cooperates with the university

    and public service activities special assistance programs and enrollments come to the Office of the President in various formats much of it in the form of RAMP operating tables Comments on these matters are contained in the next section Guideline 2 The Vice President for Academic Affairs will work with the institutions to assure that information needed in program RAMP Results Report MWD Program Inventory Accreditation Report and other report documents is timely and accurate All of the points discussed thus far have funding implications While program planning need not be constrained at the outset by an arbitrary dollar or percentage figure at some point the program request must be related to the six goals of the Illinois commitment to institutional priorities and to the total budget request Priorities and needs must be set and balanced Our experience suggests that early and continuing discussions of program particulars and budget and program planning guidelines can lead to orderly development of a final budget request Guideline 3 The Vice President for Academic Affairs will work with appropriate officers in the Office of the President and at the institutions to improve upon the procedures developed for balancing funding priorities and needs within the program planning process including matters of timing on the planning calendars and between that process and the setting of the total budget request Guideline 4 Submission of final RAMP Planning Documents to the Board of Trustees occurs at the June meeting However notice of the RAMP submissions will be provided to the Academic Matters Committee at its May meeting In addition to the new program requests and the program and institutional support budget requests submitted in the RAMP Planning Documents the campuses prepare for the Board of Trustees each July a Results Report that contains general plans priorities and objectives for the budget year and short range future with an indication of the strategy for addressing these matters These materials plus other information to be discussed in the next paragraph form the primary basis for providing the President and the Board of Trustees access to institutional ideas needs goals and plans for development For this end to be achieved however an agreed upon format for the Documents should be followed and as has already been indicated this Office needs to know in advance what will be coming forward for consideration Guideline 5 The Vice President for Academic Affairs will work with appropriate institution officers in the preparation of the RAMP Planning Documents and the three stage process set forth in Guideline 1 will apply to the development of these documents In addition to the Planning Documents the IBHE collects information on enrollments off campus programs headcount majors by program degrees conferred by program and level and age and tenure status salaries and degrees earned by FTE faculty by discipline Guideline 6 The Vice President for Academic Affairs will work with the appropriate institution officers to assure that a single consistent data record for academic matters is available for both internal

    of Southern Illinois University will be involved in institutional and specialized accreditations according to the following guidelines 2 2 1 Reports of Accreditation Status Each year on the second Monday in August the Chancellors of SIUC and SIUE will submit to the President with a copy to the Vice President for Academic Affairs a complete current list of accreditations which displays the following information accreditation agency year of review status next year of review accredited programs This report shall be shared with the SIU Board 2 2 2 Institutional Accreditation The Chancellor will keep the President regularly informed as the campus develops its self study and prepares for the site visitation The draft of the self study will be sent to the President for review and comment At the time of the site visitation appointments for the visitation team will be scheduled with the President and the Vice President for Academic Affairs both of whom will be invited to attend the exit interview The Chancellor will provide the President with a copy of the draft team report and the final team report The Chancellor will also send to the President for review and comment copies of the campus response to these reports The same procedure will be followed in the case of the external review committee recommendations and any campus response thereto and also in the case of any appeal of these recommendations 2 2 3 Specialized Accreditations The procedures outlined in Guideline 2 above adapted as appropriate to the procedures of the specialized accrediting body will also be used when accreditation by a single body applies to all programs in a collegial unit or to such unit as a whole even though not all programs in the unit may be due for an accreditation review at the same time

    be titled a Memorandum of Understanding The agreement should address one or more of the following research or development programs of mutual interest exchange of scholars exchange of students and exchange of consultants The agreement should provide a framework for the formalization of specific activities between SIU and participating institutions Development of the agreement should be a joint effort of persons officially designated by the respective institutions This includes campus constituencies and administrative officers as well as the Office of the President Joint participation by SIUC and SIUE is encouraged where appropriate and when mutually desirable 2 3 3 Documentation In preparing a Memorandum of Understanding originator should expand upon and provide documentation in the following areas The Institution profile of the participating institutions The Programmatic Linkage mutual programmatic areas which should initiate the linkage other potential areas of cooperation relationship to specific programs within departments or colleges and opportunities for new and important teaching research and service emphases The Benefits scholarly programmatic and if appropriate mutual monetary benefits of a formal linkage The Commitments initial and projected commitments of participant institutions in implementation of the agreement 2 3 4 Procedures for Processing Agreements All international agreements should originate from
