  • The Illinois Report 2008 provides nonpartisan, evidence-based policy advice | Institute of Government and Public Affairs
    unsolved and the policymaking process that should solve them is polarized and paralyzed according to The Illinois Report 2008 an examination of crucial issues facing the state Lasting solutions can only be found if policymakers and other stakeholders commit to serious discussion and collaboration says Robert F Rich director of the Institute of Government and Public Affairs which publishes The Illinois Report annually There is no reason to believe that the situation in Illinois needs to be the way it is Rich writes in the Introduction to the report Illinois has much in its favor The state s economy continued to grow in 2007 and Illinois is a transportation crossroads a breadbasket for the nation and home to a diverse and robust work force Rich said But rather than focus on long term solutions to its problems Illinois has chosen to offer temporary solutions IGPA faculty and collaborators have examined 10 issues that are crucial to the state s future ranging from its finances to infrastructure to education and poverty They assess the situation as it stands in Illinois compare against history here and current circumstances in neighboring or peer states and they offer options for policymakers to consider Illinois faces some momentous decisions in the years ahead and the information contained here can help ensure that those decisions are reached with knowledge of the best evidence and analysis at hand University of Illinois President B Joseph White wrote in a Foreword to the report IGPA encourages policymakers and other interests to seek common ground and would be happy to provide a forum for such deliberations Rich said IGPA is committed to working with Illinois leaders to identify solutions for our state s most pressing problems Rich said Copies of the report may be obtained by contacting IGPA Since 1949

  • Latest delegate count analysis indicates major slippage for Giuliani | Institute of Government and Public Affairs
    and estimated delegates going into the Jan 29 Florida primary and the all important Super Tuesday primaries on Feb 5 On the Democratic side Illinois Senator Barack Obama continues to close on Senator Hillary Clinton of New York but she maintains a significant advantage The analysis conducted by researchers at the University of Illinois Institute of Government and Public Affairs is based upon the results of caucuses and primaries held so far and public opinion poll data That data is applied to formulas designed to approximate delegate selection rules in order to estimate the number of delegates that a candidate might secure Delegates chosen in the Wyoming Republican caucus and the Michigan Democratic primary which were not sanctioned by the national party organizations are not included in the analysis Analysis of data available through Jan 21 indicates that Giuliani s decision to concentrate his campaign on later voting states has cost him in the early going In the mid December survey he had more than 57 percent of the estimated delegate count The latest survey puts him at 22 percent well behind McCain who shows 41 percent of committed and estimated delegates We are seeing the role of momentum in the shifts and we can track it with McCain s rise said IGPA Senior Fellow Michael R Cheney who has conducted the research with graduate student Peter Weitzel Mike Huckabee and Mitt Romney continue to rank third and fourth respectively as they have in both previous analyses On the Democratic side the analysis shows Senator Clinton with 54 1 percent of committed and estimated delegates a slide of 3 2 percentage points since the early January survey Obama has 40 percent a gain of 6 9 percentage points Obama has gained nearly 16 points in percentage of Democratic delegates since

    2009 Seminar Study Centers Office of Public Leadership Regional Economics Applications Laboratory Giertz Conference Room dedicated at Urbana IGPA In recognition of a generous gift and support from longtime faculty member J Fred Giertz IGPA has dedicated the conference room in its Urbana office building in his name In recognition of 28 years of service and of his generous support to IGPA director Robert F Rich dedicated the conference room at the institute s Urbana office building in honor of economist J Fred Giertz on Wednesday Sept 3 Fred Giertz has provided incredible service to IGPA the University and the state of Illinois said Rich He is without peer in his knowledge of the economy and tax structure of our state and it is our honor to have him with us It is really appropriate that we name our conference room in his honor Giertz joined the economics department faculty at the University of Illinois at Urbana Champaign in 1980 joining IGPA at the same time He has produced the monthly U of I Flash Index an indicator of the Illinois economy since 1995 and currently serves as interim head of the economics department Giertz and his wife Donna have made several charitable contributions to the University of Illinois through the years primarily in support of the arts They recently made a provision in their estate plan to support IGPA and its public policy research work This early support for the new development program of IGPA is providing a wonderful example to share with others as we work together to expand the base of support for our programs and initiatives said Rich The new plaque marks the entrance to the conference room at IGPA s office in Urbana which is used for classes meetings and panel discussions throughout the year
