    Seminar 2011 Seminar 2010 Seminar 2009 Seminar Study Centers Office of Public Leadership Regional Economics Applications Laboratory Rachel A Gordon Faculty Member In Department of Sociology Expertise Child Care Policy Early Childhood Education Impact of Public Policy on Families Pre School After School Programs Social Policy Welfare Policy ragordon uic edu Biography Research Contact Information Rachel A Gordon is Associate Director for IGPA in Chicago and is a Professor of Sociology and Faculty Fellow of the Honors College at the University of Illinois at Chicago and a faculty member of the Institute of Government and Public Affairs IGPA at the University of Illinois She has a B S in psychology from Pennsylvania State University and an MPP and PhD in public policy from the University of Chicago She received pre doctoral training in demography and post doctoral training in work family research at the NORC Research Centers as well as through the Workshop on Cluster Randomized Trials in Education at Northwestern University At IGPA Dr Gordon directs the Illinois Family Impact Seminars a series of briefings for state legislators on family policy issues that is part of the Policy Network for Family Impact Seminar based at the University of Wisconsin

    Faculty Member In Department of Economics Expertise Demographics Early Childhood Education Economics Impact of Public Policy on Families Opinion Surveys Pre School After School Programs Social Policy Welfare Policy epowers illinois edu Biography Research Contact Information Elizabeth Powers is an associate professor of Economics and a faculty member in the Institute of Government and Public Affairs at the University of Illinois at Urbana Champaign Prior to joining the University of Illinois in 1996 Dr Powers was an economist with the Federal Reserve Bank of Cleveland and a junior staff economist with President George H W Bush s Council of Economic Advisers She holds a Ph D in Economics from the University of Pennsylvania and a B A in Economics from Vassar College Dr Powers has undertaken extensive public services activities in the area of human services in her time at IGPA Her arrival at IGPA coincided with welfare reform and led to numerous public education efforts and policy briefings on that topic She is an expert on reimbursement policies for private human service providers and directed a major study of the reimbursement rate system for providers of services to the developmentally disabled pursuant to a direct appropriation from the Illinois

    Jr is the director of Office of Public Leadership at the University of Illinois Institute of Government and Public Affairs Winkel manages designs and develops executive leadership programs for more than 400 experienced and newly elected state and local public officials each year In addition he has assisted with the design and moderated IGPA s part of the conference for newly elected members of the Illinois General Assembly following general elections Winkel is responsible for managing designing recruiting presenters and developing the Edgar Fellows Program Each year beginning in 2012 40 emerging leaders from communities throughout Illinois became Edgar Fellows through a nomination and selection process IGPA s Edgar Fellows program enhances executive leadership skills and promote understanding networking and cooperation across regional partisan and ethnic lines as the Fellows move ahead in their public service careers Winkel assists and promotes IGPA s Fiscal Futures Project FFP Its research team of IGPA economists is dedicated to informing the public and policymakers about state budget transparency and long term budget concerns A generous grant from the John D and Catherine T MacArthur Foundation supports the project He identifies opportunities for Fiscal Futures team to reach out to state policymakers promote Fiscal Futures like analysis in the state budgetary process Winkel was an Illinois state senator from 2003 to 2007 and an Illinois state representative from 1995 to 2003 Winkel practiced law in the Champaign Urbana area for 23 years He earned his law degree at DePaul University College of Law in 1982 Winkel is a co author of a book entitled Illinois Politics published by University of Illinois Press in January 2010 In 1979 Winkel earned his undergraduate degree at the University of Illinois at Urbana Champaign B A Economics where he was a member of Omicron Delta Epsilon Omicron Delta
