    2009 Seminar Study Centers Office of Public Leadership Regional Economics Applications Laboratory Flash Index signifies consistent economic growth The Flash Index fell slightly to 106 6 in February from its 106 8 level in January The index remains well above 100 the dividing line between growth and decline This reflects continuing growth in the Illinois economy This month s lower reading does not reflect a stalled economy said J Fred Giertz who compiles the Flash Index for the University of Illinois Institute of Government and Public Affairs The Flash has remained in the 106 0 106 8 range for the past 13 months This suggests that the Illinois economy is growing at a modest but steady rate It is neither accelerating nor decelerating See Flash Index archive here The U S economy grew less rapidly than expected 2 2 percent during the last quarter of 2014 but growth for 2015 is expected to be above 3 0 percent The U S is a bright spot among developed countries with the highest forecast growth rate for 2015 This is good but not spectacular said Giertz Growth in the national economy is positive news for Illinois because national economic activity is the single most important driver of the state economy After adjustments for the new individual and corporate tax rates the sales tax and individual income tax components of the index were up in real terms from the same month last year while corporate receipts were down slightly The Flash Index is a weighted average of Illinois growth rates in corporate earnings consumer spending and personal income Tax receipts from corporate income personal income and retail sales are adjusted for inflation before growth rates are calculated The growth rate for each component is then calculated for the 12 month period using data
