    Academy 300 Steamboat Road Wiley Hall Kings Point NY 11024 If the gift is monetary the letter should explain either the specific purpose for which the gift should be used or that it may be used for any purpose The check can be included with the letter If the proffered gift is an item please include a description of the gift and its estimated value in the letter but do not send the item until the gift has been officially accepted The Maritime Administration is committed to quickly and efficiently processing all gift donations It issued an update to the agency policy for acceptance of gifts and bequests to the Academy that includes significant improvements designed to streamline the process make acceptable gifts available sooner and inform donors early if a gift cannot be accepted by the government All donors will receive a letter acknowledging their gift and notification whether it has been accepted Under the updated policy the USMMA Superintendent may accept a gift of up to 10 000 directly subject to an expedited legal review This threshold doubles the 5 000 limit established in 2010 and covers approximately 80 of gifts the USMMA has historically received Additionally the

    Academy operation The Chief of Staff is the principal executive for management control The Academic Dean like a college dean of faculty is responsible for the curriculum and the supervision of the academic departments The Commandant of Midshipmen is akin to the dean of students and handles all midshipmen affairs of a non academic nature including military organization conduct and discipline The Assistant Superintendent for Facilities oversees the facilities infrastructure and logistics support of the Academy The Assistant Superintendent for Strategy Policy oversees the Academy s strategic planning program assessment Congressional relations and public affairs activities These six individuals comprise the senior level of leadership Our Management The second tier leaders include key department heads and office managers The Director of Admissions recruits and selects the incoming classes The Director of External Affairs is responsible for public affairs The Chief Information Officer manages the Academy s computer network and simulation facilities The Athletic Director oversees the physical education program as well as shoreside varsity athletics while the Director of Waterfront Activities manages the training ship as well as varsity sailing and crew programs The Director of the Global Maritime and Transportation School runs the Academy s graduate education program Finally

    Academy is operated by the Maritime Administration MARAD one of the modal agencies of the U S Department of Transportation The Maritime Administration has a general oversight role for the civilian maritime industry comparable to the role of the Federal Aviation Administration FAA in overseeing the civilian aviation industry Instead the day to day management of the institution is the responsibility of the Superintendent equivalent to the title of college president who manages the rest of the Academy s Leadership Team All staff whether senior leaders or lower level officers receive management guidance through strategic plans policy statements instructions laws and regulations promulgated by the Academy MARAD and DOT Together these individuals comprise the Academy s senior staff who are assisted by capable office personnel in the daily operation of the institution Oversight In addition to its leadership structure the Academy has a number of general oversight and advisory boards that serve to advise the Superintendent the Maritime Administrator the Secretary of Transportation and Congress In addition to these oversight and advisory organizations the Academy works closely with the United States Coast Guard in the administration of the licensed based portions of the curriculum The Academy s general education program

    Commandant Maritime Administration Staff Counsel Chief Financial Officer CFO RADM James A Helis USMS Superintendent Rear Admiral James A Helis United States Maritime Service Superintendent United States Merchant Marine Academy Rear Admiral James A Helis United States Maritime Service was appointed the twelfth Superintendent of the United States Merchant Marine Academy on 23 July 2012 Rear Admiral Helis began a thirty year career as an Army infantry officer upon graduation from the United States Military Academy at West Point in 1979 His key assignments included the 82nd Airborne Division Joint Task Force Bravo in Honduras and the Department of Peacekeeping Operations at the United Nations Headquarters in New York City He commanded the 1st Battalion 28th Infantry Regiment and the U S Army Recruiting Battalion Columbia South Carolina Rear Admiral Helis also served as Chairman Department of National Security and Strategy at the US Army War College at Carlisle Barracks Pennsylvania He is a master parachutist an Army Ranger and a veteran of the war in Afghanistan Rear Admiral Helis earned a Bachelor of Science from West Point a Master of Arts in political science from the University of Pennsylvania a Master of Military Art and Science from the School

    1984 She is a graduate of the Naval War College where she earned her Master s Degree in National Security and Strategic Studies with a single area focus on Africa and she also earned a Master s degree in Computer Science from the Naval Postgraduate School in Monterey California She was a distinguished graduate of the Surface Warfare Officers School Basic Course and her initial assignment was to USS CANOPUS AS 34 where she served as Navigator and Auxiliaries Officer A distinguished graduate of the Surface Warfare Officers Department Head Course she was assigned as Chief Engineer of the USS JASON AR 8 and deployed in support of Operations DESERT SHIELD and DESERT STORM in 1990 and 1991 From the USS JASON CAPT Dunlap USN transferred to Commander in Chief Pacific Fleet Propulsion Examining Board where she served as a steam propulsion examiner While still on active duty CAPT Dunlap most recently served as U S Naval Forces Africa Director Africa Engagement Group where she provided direct oversight of all maritime theater security cooperation with Africa including the internationally recognized Africa Partnership Station APS program Earlier in her career Captain Dunlap led the Military Sealift Command s Logistics Far East Command SEALOGFE where she supervised over 52 million square miles of ocean with responsibility for approximately 49 ships and 2400 military and civilian mariners on any given day She also commanded the only assault craft unit in the Pacific Fleet which was tasked with operating maintaining and providing assault craft for ship to shore movement during and after an amphibious assault Her distinguished career also included assignments with the Bureau of Naval Personnel in Washington D C where she served for six months as the Surface Warfare Initial Accessions Detailer before becoming a placement officer Executive Officer of USS Rushmore
