    unit concept has been embraced by the State and County which could result in a huge new State park presence in Jefferson County that could suggest a linked Kettle Moraine State Park like system of new parks linked trails and protected adjacent farmlands Experienced park management professionals and park advocates see opportunities and are excited about the prospects of the land legacy initiative in Jefferson County However there are citizens and officials who are not aware of the significance and benefits of this initiative Research and study associated with the benefits of this initiative including both direct and indirect economic impacts would be valuable in framing this issue for the Jefferson County citizenry The adjacent communities to the proposed land legacy project area have sensed that significant community development opportunities could be associated with this extensive park and trail initiative The linkage of Gateway Communities new economy opportunities and associated community place making benefits are key concepts within which to explore the array of benefits that could accrue from this initiative Jefferson County its Parks Committee Director and office of the University of Wisconsin Extension has expressed interest and funding for several groups of planning consultant teams to explore and

    the role of the University of Wisconsin with its research planning and design expertise along with the University of Wisconsin Extension in customizing the application of University knowledge in meeting local needs The use of graduate student workshops student capstone projects and other campus based research supervised by experienced University faculty has been widely and effectively used and appreciated in Jefferson County This proposed graduate student workshop would complement the sound planning and project implementation that has been taking place in this County Current Planning Context While the scope of this proposed research and planning project can be fine tuned and customized to meet mutual University and County needs the following project components are suggested Research and latest trends on the importance of parks natural resource protection and trails in planning community placemaking community livability and community development Fiscal impact assessment of the benefits of parks and trails in Jefferson County Assuming implementation of the Land Legacy Initiative and County Parks and Open Space Plan Research and implications of the Land Legacy County Parks initiative on the Gateway communities adjacent and within the proposed Land Legacy boundary area Most all these communities are pursuing or considering enhanced downtown vitality and

    Jefferson County 2 Fiscal impacts of new age transitions experienced in rapidly exurbanizing regions What alternatives exist for future residential and commercial development in Jefferson County during the next 20 years What are the public fiscal elements service provision costs and tax base implications associated with residential development in Jefferson County during the next 20 years 3 Gateway communities and the retail service business linkages between parks open space creative class demographics and rapid land use change What are the characteristics associated with relevant retail and service market centers in Jefferson County In what ways and to what extent do parks and open space provide customer bases upon which the local retail and service sectors can build 4 Physical site planning that connects key legacy sites with existing trail and park systems What would be reasonable infrastructural connections between the existing park system of Central and Western Jefferson County Using creative physical design concepts how could these connections can be made Expectations and Plan of Work For each of these sub groups a thorough and comprehensive precedence assessment will be made including a situational analysis history and current context client served active stakeholders involved in planning process a synthesis of related studies both academic and fugitive and specific empirical work to answer questions unique to each sub group Each sub group will refine and specify their respective problem statement in consultation with clients Further each sub group will determine and specify a reasonable applied research approach in consultation with clients Each sub group is expected to deliver a written report that summarizes sub group work could be hard copy poster boards and or web based Depending on approach each subgroup will have various interactions with involved stakeholders through the course of the semester and will provide a comprehensive oral presentation
